Voice-overs in the main campaign - this might be a little surprising, but actually we're not planning on having a fully voiced main campaign. The reason is that the amount of text in this aspect is growing a LOT bigger. We're going for full dialogues (choices and everything), and voicing all those lines would be problematic. We'd love to have it voiced nonetheless, but realistically, this won't happen, although the dialog files themselves are already prepped for this possibility, just in case.
Voiced chatter - this is a different question. The plan is to bump this hundred-fold. And I don't mean just the bridge chatter. That is a given. Including what you've suggested on providing several lines that say the same thing in a different way. We're talking here about random chatter from NPC ships, stations, structures... This is the main target. I'll say immediately, that this won't be Freelancer style where the game assembled voice lines on the fly. In our case, it will be making choices on what will be said. We're going for volume.
Disabling voice - We learned our lesson in SG2 :D. Yes, disabling VO will be possible.
I really like that you're more focused on the chatter than campaign VO. This game is more and more intriguing as each day passes.
We're not discarding the idea of voicing the main quest in the end too, but it's not the primary focus :).

I mention this because there is a freelancer mod and also the mod for skyrim fully voiced by fans, and not all that bad.
