Especially now that you can also declare war on factions using the Reputation panel when you talk to the ambassadors.
We tried changing this so that the Declare War pop-up only shows if you right-click on a fleet on the starchart - the reasoning was that you would more likely travel to a station in peace, but when you're intercepting a fleet this is considered a hostile move. This fell apart however when we remembered that there are factions that don't have any fleets but only control a single station - declaring war with that faction might become more difficult to figure out.
Currently, the best course of action seems to be to interpret right clicks on neutrals/friendlies as a passive action at all times (a simple Go-To), if you want to attack a target however, you would have to hold CTRL while right clicking.
Why not put it on the sidebar menu that appears when you left click on a structure or fleet?
You upgrade structures and manage fleets using that, why not be able to declare war with it too?
