the idea behind prisons was that to provide a one-time boost for your fleet, similar to how you can use artefact vaults only once to provide a boost to yourself (extra skill/perk point).
Setting a cooldown on the prisons, simply put, provides balancing concerns :D
I'm glad you like the feature however!
I understand. But artifacts give u a permanent skill- /perkpoint. The ships I get don't have a long lifetime. ^^ They are destroyed really fast. Do u think it influenced the balance in a bad way? If yes: Why not making a timelimit for the ships u rescued? They could follow u 20minutes to pay there tribute to u and then go away. Not much prisoners to free for me. I'm sad. I like to free the bad guys. :)
Its up to the player to make the best of what he gets. Prisons aren't a factory of ships, which provide you with fleets, that wasn't their intention.
