Depends on what you're trying to achieve with the cosmetics - there's a pack for each nation to unlock select items without needing to level up to the items' usual prerequisites, but there's also packs which have a ton of customization options. The Personalized touch pack has 48 items in it, but they're mostly smaller items, where some packs feature several unique items, including entire new bodysuits and tunics.
