They can vary map to map.
On most maps it's 15 seconds. That 15 second timer starts the moment you die. You can't see it during your death animation while you're still in first person (unless you press T while dying). So you'll usually first see it state about 11 seconds when it does automatically show up.
RO2 had wave spawns. On most maps in that game your spawn timer would be anywhere between 7 to 21 seconds. You don't see this level of "randomisation" in RS2. Plus you can also see everyone spawning individually. It's very noticeable when you are a southern SL looking at your squad. When a bunch of them are dead they don't all spawn on you at the same time. They trickle in steadily.
