Okies, go into your anti-virus and allow RS2.
C:\Users\(xxxx)\Documents\My Games\Rising Storm 2\ROGame
Delete the folder called "Config".
When you do those things that you stated in your OP check your CPU and RAM usage, is it abnormally high?
Delete "Rising Storm 2".
This is totally weird. I really don't know what to to tell you other than to wipe out the entire game and reinstall it. I'm sorry, I was hoping to help you with this problem. The good news is you're not alone in this. Seen a couple of these threads, some recent.
- Uninstall done
- verify files step done
- folder removal tricks done
- USB device trick done
and it's only menu issues. In game runs "fine". FPS is good. gameplay is smooth. The menu lag is the only issue.

Try posting on Reddit?
Turn off Enhanced Pointer Precision in Windows.
Try other display options such as full-screen to windowed full-screen.
Try decreasing graphics to low.
Close external programs that might interfere.
