He’s telling the truth.
The developers were at one stage seeing if an offline mode could be viable. So they outsourced the bots to another team. In the end it would seem they didn’t think it worth it to add bots. But what work had been completed was added to the game.
So the bots are capable of doing all the OP says. But they do still get stuck easily and of course can’t do things such as fly helicopters.
How can i add bots?
Thanks for the clarification. It was pretty obvious that a lot of work has been put into these bots.
Launch Steam in offline mode.
In the main menu, press F3.
Type "switchlevel" and the name of the map.
Once the map has loaded press F3 again and type "addbots 32" or any number of bots you want. Works on most official maps. Try these:

vnte-dongha
vnte-mekong
No wonder this game failed.
Because they wanted it to be done properly or not at all.
Not to mention RO2 isn’t kept alive from the bots. RO2 is kept alive because people enjoy RO2.
If they could have spent two more minutes and worked in a setting to filter maps by “bots allowed” and vice-versa, this game could have been much more playable.
I would sacrifice the server-killer (aka resort) to have some bots any day.
Go to any semi-empty server with like 5 people, what do you see? Guys recapping points to farm exp.
‘Xcept now you don’t need to level your guns. Forget killing bots that might have required at least a little bit of skill. Now all you need is just to stand still in a cap and voila — level 99.
All of this is easily fixed — give no exp for killing bots, or give so little that it is negligible. Like 1 point a kill. This isn’t rocket science.
