SIGHT
RS1 didn't have iron sight free aim. At all. It's a new thing.
In RS2 character turns head and body immediately when you move your mouse while aiming through sights, by default. But you can still turn this feature on in settings.
In RS1 you can't turn it off at all.

You perfectly described free aim.
RS1 didn't have that for iron sights. Only hipfire.
Maybe you misremember it? Try to play it and check this out.
did you play rs1 outside of arcade mode?
No wonder I can't hit anything in this game.
YES ON IRON SIGHTS
I couldn't figure out why I was worse at RS2 until I turned iron sights free aim on. Then it felt like my old love again.
