Tilde key doesn't open console anymore

I had to uninstall and then reinstall RS2 and now the Tilde key does nothing. I use this to see chats.

Actually, I have to hit F3, then Tilde for it to show chat logs.

There's an opiton in the "player, view and hud," to disable the console. Check that.
