Some benchmarks to help look over the differences, take them with a grain of salt considering we're discussing the laptop variants.

In terms of RS2, it's not horribly demanding on the CPU as long as you have some degree of single core performance, which the turbo should more than provide as long as you stay plugged in, and the video would likely benefit based on the GPU depending on how high you desire your video settings to be.
That being said, it really comes down to how much storage space you expect to actively require for games, rather than uninstalling and installing as necessary, as well as if you're willing to put a bit more in to buy extra time concerning 'future-proof', which won't be a lot of future to proof for the hardware.
IMO the decision would be made on whether or not you could expect to have a desktop become an option in the next few years, where it may be viable to set aside cash now until then. If not, and you are committing to laptops for the long term, it's likely most viable to stretch the life of this laptop as far as possible.
Ignore the GPUs. Both of them will run the game on ultra. They don't matter at all.
What matters is the CPU in both those laptops. This game depends on the CPU a lot. Both laptops have the same CPUs.
The i7 8750H is a multithreaded 2.2GHz CPU. With a turbo boost of 4.1GHz. That CPU will need to be boosted to pretty much the max. It's multithreaded with huperthreading which makes this game run worse. In a laptop it all means it's going to get very hot and it's battery ain't gonna last very long.
I don't intend to ever use it unplugged from the mains. A lot of the reviews mention the battery only lasts around an hour or so though.
I'm a bit worried that you think it might overheat!
My colleague who's a big gaming geek asked about it on the forums he goes on and the consensus was that the 1060 laptop was a good buy, but this was before the 1660 one came out, so I don't though they're opinion on that.
In-short 1660 is slightly better but not significantly so dont spend too much on it. But thinking smart and getting the most bang for your buck now because you cant later is what propor investing suggests.
Ignoring oppinons, Invest in a top notch cooling pad and a small air compressor(car size)to keep the thing Cool and dust free. Itll make it last and perform all the more better.
