they coudlve just put the marine soft cover in with a camo face paint or something, like a force recon opposite to the army green beret....

OP mentioned training areas as battle locations and a blue wizard hat after I suggested they added it because it was an equipment item commonly seen in training and it's a video game.
Context:

To fully clarify:
The hat was worn by those training the soldiers in/for Vietnam; that's why it was added and partly due to it being included as a cosmetic in game. Using training locations and blue wizards hats is taking my comment out of context.
That seems to be the rationale applied now, ignoring the ability to pay to unlock them.
The campaign cover is nothing you would see in the nam.
