I'm sure it's something simple or a NAT setting or firewall thing, but I can't seem to wrap my head around it, will update if I do
Just download them from the workshop and be done with it.
Internet:
Test your internet connection and ensure that you're properly port forwarded with your router. If you believe you're okay here then this can be overlooked.
http://www.speedtest.net/ was suggested earlier for testing connections and https://portforward.com/ is helpful for port forwarding information, guides, and resources.
Steam Workshop:
Sometimes map makers will update their maps or pull them from the SWS altogether, and since some servers use SWS redirect hosting they will face the downsides of that service.
In this case, maps are not updated in realtime and no file checker exists to see whether they're still on the SWS. So when a server rotates to an updated or removed map, it continues to host the old version but people are redirected to the new. They will either get extremely slow downloads (i.e. downloading directly from the server) or they will download and then get kicked due to file mismatches.
Traditionally, it's been helpful to download maps directly from the SWS by subscribing to them. Several servers have created map collections containing only maps they host on their servers, which you can then subscribe to.
However, it's been found that during the last couple of hotfixes that subscribing to maps on the SWS doesn't always prevent you from having to download the same map file again from the server you're connecting to. Some people have reported they get bugsplats by being subscribed and have often had better results downloading from the server instead. It didn't always used to be this way so hopefully this will resolve in the next major patch.
Servers:
Most custom servers (i.e. 40-1, Bloodbath, PBS) have migrated to SWS redirect hosting. So in most cases, players are downloading and loading into the game very quickly now (first 1-2 minutes after map switch).
But there are still some servers (i.e. Aussie/NZ and rs2.fi) that use their own redirect hosting, and so downloads are significantly slower. Private hosting will oftentimes have simultaneous connection limits and geographic performance issues based on where the mirror is located.
So choosing where to play custom content not only affects your ping, but your download speeds as well.
