just have one person find a server thats not almost full then have the rest follow
Or one of you is in a server, and than go to the Friends tab on the Server Browser and join on him. Just create a squad on the bottom on the Squad list and you can have your own personal group or party.
I have no issues joining the same squad as my friends.

its easy enough to join a server and squad up. we run full squads all the time. there is no need for a squad mechanic.
Which is generally possible as long as you decide which team you are picking in advance, if there aren't too many of you.
What would the alternative be? Being able to join as a squad outside of the server would be pointless, because you still would have to join one at a time if the server is at capacity.
I suppose you could have a system that allows a squad to reserve space and only join when 4-5 slots open up on a server, but that would mean many servers would be missing quite a few players just to cater to the groups that can join individually just fine.
Just join the same server, and once you're all in the same server, join the same team. You may need to sometimes wait until a map change to easily get on the same team, but that's not a big deal at all, and is well worth it.
