Potential fix to high ping on every server?
I've searched inside ROEngine.ini and discovered that :

ConfiguredInternetSpeed=80000
[...]

MaxInternetClientRate=80000

This value affects bandwidth and can modify the ping. This value seems to be much higher than other games running under UE3.

For instance :

-Chivalry : ConfiguredInternetSpeed=30000 / MaxInternetClientRate=30000

-Killing Floor 2 : ConfiguredInternetSpeed=10000 / MaxInternetClientRate=10000

-Red Orchestra 2 : ConfiguredInternetSpeed=20000 / MaxInternetClientRate=20000

-Rising Storm 2 bêta : 80000 for both but I didn't have ping issue until release.

I've tried to lower value to 10000 recently, the ping seemed to be a bit lower (or perhaps a placebo effect)

Is that value identical for everyone or does it change according to our own internet connection?
Does the high ping come from bad servers?

Since the release I almost always had a bad ping (80 - 200!) even on european servers. It was not the case with open and close beta.

If there is any "specialist" in tweaking UE3, could I have any explanation?

I get 20-70 ping on most servers not super far away. I'm 2 hrs north of Vancouver BC Canada by car. So the Seattle servers are the ones I seem to get great ping for.
Stop "upping" the thread please. I'm afraid it's against steam guidelines.

Sorry I didn't know

Does anyone tried my tip ?

I only noticed high ping when people with bad connections start to join a full server. Like americunts on servers around the EU.
I dunno if the game is sensitive to having high ping players being on and thus creating an issue for all players.

Your PC is doing literally nothing when it pings the server in the browser.

When actually playing the game it starts working harder. Raising your ping.

However this should only be a small increase of about 10-30 ping. But it does happen in pretty much every game.

Connect to a game closer to you, get a better connection, move closer to an area with active servers, or rent your own server. There's no magic for this....

By doing my tip my ping is a bit lower than usual (60 instead of 80 ping in the best case). It's not a huge change but it's something.

Depends where you live.

On the topic of the OP; that might very well also cause desync between client and server.
Less bandwidth/tickrate available to send data = less data being sent and handled.
That might mean you still get killed even though on your screen you were already behind a corner and into cover.
