It's not the first time I change FOV thourgh ini files
I tried your setting and another time a bit wider and it was the same everytime.

Change the following values to your preference
DefaultFOV=90.0 - camcorder down, in both gameplay and cutscenes
RunningFOV=110.0 - slightly wider view
CamcorderMinFOV=10.0 - camcorder zoom in, lower value to increase zoom power
CamcorderNVMaxFOV=75.0 - camcorder zoom out, night vision on
CamcorderMaxFOV=75.0 - camcorder zoom out

Dear devs, can you please KEEP IN MIND FOR FUTURE, TO AVOID MOTION SICKNESS AND DISCOMFORT OF PLAYERS, THAT GAME SHOULD BE DESIGNED WITH MINIMUM DEFAULT WORLD AND BODY AWARENESS, CAMERA FOV OF
74-75 vert (universal value for any aspect ratio)
106 hor (fot 16:9)
102 hor (for 16:10)
90 hor (for 4:3)
rest of hor values for different values should be calculated of vertcial for 74-75
in case you want your game to be VR compatible (even without your effort there are generid VR hooks that allows to VR any game via stereo drivers and fov \ ui hacks) you should design game with both vertical and horizonal FOV to be compatible without clipping with 120 degrees.
Otherwise its a headache and puke fest for many players.
And remember - any cutscene, animation, viewmodel, everything SHOULD USE ONE UNIFIED FOV without jumps from one to another, without unrealistic and ugly zooms.
THIS FOV IS A MINUMUM, NO MATTER IF THAT PC OR CONSOLE, TV OR DISPLAY!
There is an urban legend that fov depends on distance between display and eye and its size, but no, in fact brain process only actuve display area and virtually tries to upscale it as if there is no distance between eye and display - so in game fov should be pretty much they same as human eyes fov for best perception.

OK, problem solved with CamcorderNVMaxFOV=90 & CamcorderMaxFOV=90, same FOV as no cam.
