OP, I was gonna ask what SilentCaay asked - you won't see the hay in your inventory - go to the silo and right click on it to get a hay count.
You're right. It's a silo you need to be able to stock hay from grass. I filed up four silos before buying any animals.
If you've already upgraded the scythe though, then I would think that would also refresh it and so it's probably not a problem with the scythe... I honestly don't think this is a likely solution; I only suggest it because it's free and easy to try
I don't know if luck is a factor in how likely you are to get hay; although I have noticed that cutting more grass at once seems to yeild more than cutting sparse tufts. That could just be because the dense grass patches are hard to "count", so there's probably more grass in a small dense patch than a large sparse patch... either way, if you've got some space it can't hurt to let a bunch of grass grow and then try harvesting it on a lucky day. If you do that close to your existing barn or coop then worst-case scenario you at least have a paddock of fresh fodder for your animals, keeping them fed through until winter.
You can upgrade the scythe?
TBH I just assumed you could. It would make sense to upgrade it for a larger AoE; but I never really checked.
So far I've only upgraded my pick and axe for game progression (an irridium meteor landed in the middle of the orchard I was laying out, bugged the hell out of me before I could upgrade to a gold pick to clear it lol); and the watering can to copper. But, given that the tools you get later (e.g. the gold pan or milk bucket) are made from the same sorts of materials, it stands to reason they could have upgrade paths. What benefit an irridium milk bucket would give is a tough one to come up with though lol
