Also you said that you got 122 FPS so it is not hardlocked to 120, I don't see the benefit of that !
Lower your resolution and see of that incrases your FPS :D !
Also a 122 FPS cap is wierd !
Try this :
You can try the configdefault.xml file which is stored in ELEX\data\ini and there u can search for FPSLimitToRefreshRate from false to true and change the 120 to 60.
Maybe u have to do the same to the other config*** file aswell.
and change the value to 144 ... I don't know if it works !
i trust no one :P other than my own eyes. now did you measure 30% overall or 30% on each core? it's very well possible elex doesnt use multicore world updates. in which case one core'd be at or near 100% for you.
it's one thing to repeat what others say totally different to know for sure because you measured it yourself. so i'm curious how your cores're utilized. i've only gtx 1060 and very old cpu so in tw3 for example i was cpu bound at 45 fps or so in busy scenes.
I checked just now with msiafterburner and i'm cpu bound in elex too :)
anyway if fps cap's really there reason for implementing one may be input rate. typical mouse driver default's 125 hz which's what most players've (even worse it's variable 0-125 hz). ofc people serious about fps games set it to steady 1000 hz :)
