Outsource repairs don't work all the time

Game version: 1.0.15

When dealing with broken pieces in the previous version 1.0.14 I was able to outsource repair them. I've tried today with a couple of items and the outsource repair didn't do anything at all (I'm looking at you, lovely half-track!!!). It did not matter what level or repair I was choosing, it just didn't work.
The only time I was able to use this feature was when my Sherman engine was stuck at 86%, even though all the dirty parts I bought were sandblasted by me. It's not like I wasn't paying attention, the Sherman engine just didn't wanna complete. So by a miracle I remembered which were the parts I personally bought for this engine, took'em out and was able to outsource repair them to 100%.
All other attempts to outsource repair for other tanks were not doing anything at all. I'll keep looking into this.

parts that you can´t de-rust / sandblast on your own also can´t be repaired by outsourcing anymore. Seems you tried to outsource repairs for rubber or wood parts of the halftrack which isnt possible since last patch (not a bug)

Ok, seems fair that they've changed the behavior with broken parts. As I said I'm looking deeper into this one.

for the halftrack exit to main menu and reload game then you can outsource the repairs
