you can access the transmission.
remember that the tool spread to all pieces around. using it from that exact angle you took the pic you can use sand and rust out from it. that's all it need. every pieces can be cleaned because of the tools spreading around.
you dont have to remove it, soo better let it like that until the devs fix it. it doesnt block anything anyway.
if you want to acces to the bars, you can do it from the size after taking out the wheels and stuff.
Thanks all I figured it out, It's a issue created by the developers oversight. Here is what is going on.
I had the turret off and on the turret stand so, the Gunners seat, Rotation Contact Device and Commanders foot rest in the turret that hangs down the center will still register as in the way of the propeller shaft cover even though the Gunners seat, Rotation Contact Device and Commanders foot rest is in the turret that has been removed from the tank and on the other side of your shop on the turret stand, it still thinks all those devices are obstructing.
So what you need to do is go over to the turret on the turret stand or if your turret is still on the tank simply remove the Gunners seat, Rotation Contact Device and Commanders foot rest and you will be able to remove the propeller shaft cover.
