Report a translation problem
One is used to Derust the tank, which you must do, which will clean off the orange/redish rust on parts attached to the tank with a very few exceptions that tell you on the right side they must be replace (Which means you have to rebuy those items I believe, I don't think you can out source their repair.). Derusting an item, brings it's state up to Red 33% rating max
Having Derusted the tank, you can then use another tool to Sand the tank. This will give the parts a more silvery chrome look as it 'polishes' the tank. Sanding the tank brings it's parts up to Yellow 66% rating
When your done Sanding, the third and final needed tool is the Paint Spray, which is Default set to Primer. This will basically turn all the parts Red. <-- This is the 'Final' step that is 'Required' by Missions. This will repair the parts from 66% to 100% and the parts attached to the tank will be 'Repaired'. Yes, this makes no sense, but that is how the game is set up for 'Repairing' tanks.
Now, if you want the Museum Achievements by 100% fixing up an Excavated Tank for yourself to put into the Museum, you need to keep ahold of Tool 3, the Paint Spray Can, and hit X to switch modes from Primer, to Painting. Use this on all the Red parts to 'Paint' them and restore them to their default normal looks. This is not Required by missions, and won't reward extra money. It's only Required for 100% a tank for Achievements in the Museum, and other than that is completely optional.

Now, to 'Help' make things easier, here's something to help. When you hit E, you'll notice your view of the tank changing and it changes to a solid color. Most likely Red, tho you can also see Yellow and Green in this mode too. I call it the 'Examination Mode', I don't know if it has an actual name. But it's a quick view to check the status of your tank parts.
If it's Red in this Mode, that means it's not Sanded. So you either need to Derust it first, or if it's already Derusted, Sand it. Because this mode does NOT tell you if a Part is Derusted or not, best not turn it on till AFTER you've gone through and Derusted everything.
After you've Derusted everything you can see and 100% sure you're not missing anywhere, then you can hit E to turn the Tank red, then get to Sanding. This is helpful, cause when a part is fully Sanded, it turns Yellow. So while in this mode, you can see which parts are Red and thus needed to be Sanded, while also seeing which parts are yellow and thus you can ignore.
The same thing when going from Sanded to Primer. When no more Red and everything is Yellow, it's time to Primer using the Paint Spray Can, and it will turn the Yellow Spots into Green. When you turn this mode on, and everything you see on the inside and all sides are Green, including the Engine which you should take out and only needs Derusting and Primer before it turns green and skips the Yellow state, then you should be nearly 100% done. (Sadly, it ends there are Primer, so to Paint everything, you have to turn the mode off once again and check manually you've painted all the red primer stuff over)
The only thing you might miss, are stuff hiding behind other parts. So like in the trunk/back of the tank, or gears and rods behind some of the wheels depending on the tank.
The easiest way to check if you are 'Done' is on the right side while looking at the tank, it should list the % of everything, and if you've done everything right, Rust, Sand, and Primer should all be the exact same %. If one is lower by a lot, you probably missed an area. And if it's off by 1%, it might actually be a visual bug.
The way to 100% check and see if you're totally 100% done 'Repairing' is to Middle click the Tank and check it's Status. Then scroll down the massive list and make sure all the parts are 100% If you see any part under Red 33%, it means it wasn't Derusted, and if it's a Gear it's probably behind the very front first wheel. If it's a rod or few rods, you might have to take off all the wheels on 1 side, and behind them will be a rod you might have to Derust, Sand, and Primer/Paint.

There, a lot of information, but I think that covers everything to do with 'Repairing. Or if you don't care about money, or cheating in money, you can just Dissassemble everything, Outsource it all, then replace everything back on.
I found 3 broken tanks in my yard with an option to BUY them for like under 200, I've not done it, but I'm guessing you can then salvage the parts from them for jobs or even repair them and sell them for 30-40k
I think you should copy this into the guide section, it couldn't have been explained any clearer. It is way better than anything I've seen in the manual or tutorial and would have saved me a lot head scratching myself when I started playing.
It's very easy to miss when you scroll so scroll slowly.
My main complaint about this list is that every time I look at it it's in a different order, Not sure how the game decides to order them but I see a section on the left, then next time it's on the right, so very confusing when looking multiple times.
