Stuck at Level 3 (Bottom)

I need to get that yellow thing hanging from a hook, but I used that piece of metal to complete the stair rail. I can't figure out how to detach that piece of metal so I can use it to grapple over to the yellow thing. Is there a way to fix this?

You won’t need the hook to reach the pipe.

The hook stays on the railing. You need to move the pole to the hole that is on the bottom and second from the left (I believe it’s either 1-B or 2-A). Then you can stretch up and shimmy to the yellow piece.
