Is there a way to reset the Boiler room?

I know someone asked this question and then said it sorted itself out (???) No real solution was given, I think I changed too many wires because the crane won't come down any more. The book showed what looked like changing the top 2 wires but that didn't work. Now there is noway for me to get back to the top. Is there anyway to get back to this room without having to restart the entire game?

Yes, if you aren't able to get back up to the panel, there's a way to switch the wires from the ground. You should notice a blue spark coming from the wires by the furnace:

Click on that spot and you'll be able to readjust the wires:
