Where did Prinny Land go?

I know I'm missing something here, like a pre-req. I can't seem to find the bill for Prinny Land.
I have a rank 11 individual, and this is my fourth playthrough, and am currently in the main campaign (not etna mode). But I do not have prinny land as an option to pass.

You need to beat chapter 8, if I'm not mistaken.

Don't you need to be after chapter 9 (the Red Moon one)?

Thanks, I'm sure that's it then. I know i saw it in one of my playthroughs, and have recently started a new one specifically for prinny land, because my last one was in Etna mode.

and its not available in Etna mode, that I'm sure of.

yeah, chapter 9 is where it's unlocked at Demon Rank 6, though I'd warn you that unnless you plan on a bloodbath, most senators will not approve this lightly (also had the same trouble with CoO, got it eventually, but took a few tries is all)

Prinny god on prinny land 3 respawns and has a testiment, plat tux and guts belt.
Edit so go ahead and give everybody great armor accessories by robbing him blind over and over again
