Weaponsmithing remains bugged in the Director's Cut. It worked correctly in the original.
There were some tweaks with weapons- mostly Energy Weapons- but I do not think the changes noticeably affected game play. I can't think of any other changes that were really noticeable.
and finally they fixed alot of stablity issues as I kept having bad times in the non-DC version (if I saved in ranger citadel and loaded the save then tried to get to the world map it would crash. for instance)
Wasteland 2 Director's Cut changes a huge number of aspects of the game. Our main new features and changes include:
-Graphical overhaul and update to the Unity 5 game engine.
-Expanded voice-over with thousands of newly-voiced lines for key characters and scenes.
-Precision Strikes system allows you to target individual body parts on enemies in combat, which lets you inflict negative status effects on them.
-Perks system lets you pick bonuses for your characters as they level up.
-Quirks system lets you pick a personality trait for each custom created Ranger during character creation, with a gameplay-modifying positive and negative quality.
-Rebalanced gameplay, including virtually all combat encounters, weapons, loot drops and containers.
-Controller support on PC and console. On PC, you can select from keyboard and mouse input, as well as Xbox 360, Xbox One and PlayStation 4 DUALSHOCK 4 controller modes.

For what it's worth, though, the graphical overhaul isn't going to win it any fans that couldn't handle the old graphics (although it DOES look better), and the voiceovers are downright embarrassing.
The quirks, perks, and precision strikes take the game to the next level, though. If you're wondering whether you should play Wasteland 2 first, don't bother. Wasteland 2 is a straight upgrade in every way unless you have a bizarre preference for unbalanced gameplay.
But it's depressing how I can't get any plated armour for the women. The best they get is the Mannerite guard stuff, which looks like armour made from car tires. And they're just cheating with Bullet Grabber, who gets a male model, and a huge armoured torso which doesn't even work with regular Director's Cut models, because it's severely displaced (too high up).
Did I miss something? I don't see anything about that in this thread.
Funny enough, I got the opposite impression. While the original game's breasts might have proportionally larger, they didn't really register with me since everyone's crackhead proportions made them just look like vaguely round blobs with sticks attached. The healthier proportions in the Director's Cut are what made me sit up and say "Wow, those are, uh, generous."
No reason what so ever not to get the Dir cut.
