If you want a good villain and a lot-lot of missions, take BL2.
BL3 is a significant jump in gameplay i.e. arenas are the best, shooting/moving is the fastest of all BL games; but.. it's very easy, content quality decreases from DLC1 to absurd DLC4 and while base game is rich in missions, cannot say the same about DLCs.
With Borderlands 2 fleshed out by now and with quite a bit of mods available, it has more stuff to choose from on what to do, the villain of the story is arguably the best in the series and the story is somewhat better than 3rd's.
With the Borderlands 3 you get better gunplay and more variety in mechanics and surroundings, albeit there's less content due to less development time. Also the story is kinda on the meh-side, but it is a looter-shooter and most people don't play games like this for their story. Needs more end-game. Also a huge plus is that you don't have to re-play the story several times to reach endgame activities/higher levels.
(weapon balance is poor and difficulty is allmost non existant)
Gameplay of Borderlands 3 is much better than Borderlands 2 so if its story you want then go for 2, if you want a better looter shooter than go with 3.
But BL2 outclasses BL3 in almost everything else. The characters were better, The story was better. The writing and jokes were better. The DLC's were better.
More content, better story, better price (the handsomeCollection often is on sale for ~15$ and you can buy keys for it for under 10$ - you only need to buy Lilith-DLC extra - but only buy it when it is on sale).
BL3 as objectively the better movement and gun mechanics, but that's about it.
The graphics? It has way worse performance for how it looks and it is a complete overload with how your screen constantly gets flooded with bright effects to the point that you can not even see the enemies anymore.
And it also has a lot of annoying problems - many small bugs that have been there for months or even since release.
Story... Bl1 had a better story and that game was not known for having a good story.
And replay-value?
Not great either. The main-part of the game is significatly easier than BL2 (heck, BL2 NVHM is harder than BL3 TVHM) and the Mayhem-Levels mostly make the enemies Bullet-sponges but not hard.
And lastly the handsome-collection comes with BL:TPS included. So 2 games for less than one of the 2 season-passes of BL3.
