Now which ones to specifically avoid I will not be able to help as I am not entirely sure which side qeusts or quests to completely avoid. Once you go into Mayhem Mode, simply farming that particular boss for specific legendaries can be done as enabling it will sscale loot and enmies to your level or will scale 2 levels more than you yet will drop matching character level and Mayhem level gear. Some gear are exclusive to a specific Mayhem Mode range. It's OP levels without needing to go through the virtual simulation and completing the challenge to unlock a new level.
I don't know if Arms Race is replayable and would advise to avoid it but it is replayable, then disregard this sentence.
And definitely enable the Cartel event. You'll have quite stronger special bandits spawning after clearing one of them as the next pair, trio, or Badass bandit will spawn. These spawn on top of the regular enemy types. Makes for faster levelling.
