Hi, I'm lv. 18 and main game gave me two main quests, but they are DLC related. It says lv.13 but... will them auto level when I decide to complete them?

After you finish the main story - everything will level up to you.

Before you finish the main story - main quest of DLCs will level, but side-ones will not if I remember it right.

if you open and look at dlc when at certain level (like 13 and not max level), the first area will scale only to that level. I open the dlc when level 13 and the rest of my handsome casino and xylourgos first area all level 13 and not scaled. the another area is scaled tho. wonder if it's only to me or everyone

You have to activate mayhem mode on NVHM for the world to scale.

He is too early in game for that, can't activate it until torward the end of story

That's correct, the campaign must be finished first. Then the world will scale.
