Modding doesn't do miracles. Many things can't be modded. For instance, what he spoke about. The AI does suck and you can't do anything except wait for the devs to upgrade it. Yet they keep adding stuff (most which already exists in mods, like national focus and extra brigades / units, lol), instead of adding what needs to be added - a ♥♥♥♥♥♥♥ proper AI. Any game you will have will be a bad experience, unless you are fighting locally and only during the initial years of the said war. USA and any of the naval countries can't handle (long range) naval invasions, so the threat they will be to you is almost 0, and in the end, that nulifies 3 great powers from the game at the very least (USA+UK+Japan, possibly other countries if they ever join the war, too).

I love to hear all the fan boys saying that games require budgets, but are you aware that there are games that have been out for countless years have been upgraded over and over again for... free... with only one or another DLC that added major and countless game changing features? Games keep selling as well all the time, so you don't need DLCs to increase your "budget" - specially since the dev teams are what, 5-6 people. But wow, they require a lot of maintenance! lol. Age of Empires for instance, has been out since time immemorial, and has been upgraded over and over again. Now go compare the amount of DLCs and the overall price. Did Age of Empires really require 99999 DLCs to be maintained this long? The answer is obvious, but you can accept it or... gtfo.
