Bug Report
Paradox Devs, there's a bug that keeps Ethiopia from Capitulating when fighting Italy. It has existed as a bug for over a year now and was encountered first by YouTuber Stakuyi, and now recently by me as well. It nearly ruined a Fascist Britain run for me (I got lucky that Ethiopia decided to join the Comintern for whatever reason). I'm certain I'm not the only person to encounter this bug between when it was first discovered and now. Please at the very least look into it. And before anyone asks, all Ethiopian territories are captured and their Surrender limit is at 0% which means they should've capitulated for the events between them and Italy to fire off.
PDX devs, for reference, the video that it is first encountered in is titled "HOI4 Fascist Switzerland is the worst" by Stakuyi.

I will add, that the bug also affected my run recently in a negative light. Because Italy couldn't cap Ethiopia, it triggered the event where Mussolini gets assassinated. Italy was my puppet before the event, and when it fired it removed them as a puppet. Instantly destroying quite the effort to lower Italy's autonomy so I could fully annex them.

It's not a bug, if you don't capitulate them quick enough they form legitimate government on exile.

Even at 0%? Because that just seems wrong. As for Government in Exile, if that were the case then why did they finally Capitulate only AFTER the Soviets did?
I'll add. I know they'd try to form a Government in Exile with the UK or France if possible. Problem is I was fascist UK and France was my puppet at the time, essentially stopping that from happening.

Doesn't matter, they've focus (70 days to complete) that allows them to do it.
Their government in exile is special, because it is not tied down to specific country - it moves around.

Hm. So in this case, it's not a bug, it's a feature. A pretty irritating one at that. Thanks for the info.
