Can't reclaim the empire Austrai-Hungary
The game says I don't control Katowice, but I clearly do, what could be going on?

It's the only province he says is missing.

Wording says "Does NOT control Katowice" that's his problem. He cannot control it. Look at the focus as it states in it what is required, then it states "Gains Claim On" and lists all of them.

So unless he can figure out how to get rid of Katowice, he's out of luck.
