Bug report: Constant "election" event as Finland.

If you play as democratic Finland and the soviets take ANY land, even a little bit you'll get spammed with the "election" events which either force you to give 5% to fascist and communist support or take 5% stability loss. The events go off nonstop over and over again every day so the player quickly loses all stability because even if you accept the popularity changes you'll still lose all support as a democratic Finland with no democracy popularity.

EDIT: OK it's just 100% broken, I have reclaimed EVERY CORE and the event will NOT STOP TRIGGERING.
