Game won't launch on launcher after clicking "Play" (Exit code 3221225775)

I recently reinstalled HOI4 on a new clean computer, with a higher configuration than recommended. After downloading steam and downloading Hearts of Iron, I therefore launched the launcher and after confirming the contract, pressing Play with all my mods deactivated; but when I do that, the launcher gives me an error message after a second saying that "the game seems to have crashed or ended unexpectedly", all with an error code: 3221225775 .

I tried to solve the problem by doing what was recommended like verifying the game files, but no problem found. I checked if I had Net.framework installed, it was already the case. It was assumed that C++ Redistributable was not installed so I went to install it: even after restarting, impossible to launch the game. I also used the option to launch the game without going through the launcher : steam shows me that the game is being launched, but after a few seconds the game is again displayed as not being launched, without having opened the game once. And by looking for solutions online with the error code, I found no help in relation to this code. So I would like to know if there will be other solutions to be able to play the game, thank you.
