Netherlands can't remove Shell Shocked Spectator

I'm playing a nice game with the Netherlands, and I'm just about to remove shell shocked spectator (which locks my united netherlands focus) and something odd appears to of happened. It seems to think I've already removed it?

As you can see, the requirements for the focus is one of the following:
Less than 80% War Support (I've got more than this)
Have the Shell Shocked Spectator focus.

The key here being one of the following, but the decision seems to have locked itself after I've gone over 80% war support? This is troubling, not only because of the negative stuff from the spirit but also because a whole bunch of stuff's locked now because I can't remove it.

What did you do to get to 96% war support without removing the shell shocked spectator national spirit?

World tension, fascist focus tree, and the War on Pacifism decisions add 0.5 War Support weekly
