Color glitches on the map

Whenever I start the game, the same part of the map is always bugged, as is shown in the pic below

I think that this occurs due to the day/night cycle as exactly half of the map is glitched. I can't play like this because it's not even possible to see the borders in europe, as it continues like that even if I unpause.

I have already updated my graphics card and can't seem to find a way to fix this.

A few things I noticed in that screenshot:

1) Those vertical lines usually are related to hardware problems in my experience.

2) The notification icons ontop are way off scale. Are you using UI scaling?

3) The nation names on the map look fuzzy. Have you messed with rendering options?

1) Is there a way to solve such hardware issues?

2) No, the only things i changed were sceen resolution and texture quality, and the icons stay off scale no matter what i do
