1.- Unsuscribe ALL mods (if any subscribed and absolutely ALL).
To do it:
GO TO - http://steamcommunity.com/app/394360/workshop/
GO TO - Your Workshop Files>Your Files>Subscribed Items
2.- Uninstall HoI4.
3.- Delete MANUALLY both HoI 4 folders:
This one
3a.- ...\Steam\steamapps\common\Hearts of Iron IV
For systems running Windows commonly located in:
32-Bits (C:\Program Files\Steam\steamapps\common\Hearts of Iron IV)
64-Bits (C:\Program Files (x86)\Steam\steamapps\common\Hearts of Iron IV)
And this one
3b.- C:\Users\YourUserName\Documents\Paradox Interactive\Hearts of Iron IV
(It is in your personal folder named 'My Documents', subfolder 'Paradox Interactive')
4.- Reinstall the game."
i'm not reinstalling, that last patch corrupted my game

If you had the "game crashes when I click on a unit/an army" give the new version (1.3.2) a try. It contains a fallback for faulty sound drivers to circumvent this problem.
If you have a different problem try clicking on the "Clear user directory" button first. If that doesn't help try a clean reinstallation like it's explained in point 1 above.
If that doesn't help take a look at the rest of the initial post of this thread.
If that doesn't help either please open a new thread about your problem, since there's a good chance that you are having a different problem than the other people here. Or just get in touch with Paradox' official support[www.paradoxplaza.com].
PS: The last three paragraphs apply to everyone who still has problems.
If a patch needs you to nuke everything around it it is because it has dependencies which were not addressed by code, and instead considered as hidden rules to make things work.
The problem here is regarding dependencies and stability of said patch.
That being said, as you wrote this does not mean that the fix lies in the patch.
Since the patch is coded with dependencies, the only possible fix (except attacking Paradox headquarters, taking power and finding who implemented said dependency) is to follow the checklist you exposed; to reduce the risk of having the dependent (= fragile) code literally explode.
I understand the complexities but am saddened by the consequence. The todo list to run a game broken by a patch (that's it indeed, anyway we word it's patch dependencies that broke situation) is not very reassuring.
There were problems with the update to version 1.3.0 that really had to do with the patch itself, but none of them was the reason that people couldn't start the game. That's why I tried to get people who couldn't even start the game to make a clean reinstallation. (Of course it's possible that there are other factors involved, like problems with the C++ redistributables, anti-virus software etc. but that doesn't have to do with the patch itself either.)
That being said I understand how frustrating it is not to be able to play the game, especially after the release of a long-awaited patch. And yes, people shouldn't need to fiddle around to get it working. In version 1.3.1 Paradox at least introduced the "Clear user directory" button (in the launcher) that should help to circumvent similar problems in the feature.
