Civil war is typically faster in terms of converting your government, but it will devastate your industry, stockpile and manpower. National referendums are slower but don't damage your country.

It depends, but generally if you're ideologically converting a nation from scartch it's better to go for civil war, as a referendum takes way too long and if you know the right tricks you can easily win with little to no damage.

On the other if your selected ideology is already popular in your country you might consider going for a referendum.

I usually hold a referendum, I don't like to remove the entire army just because of the civil war, anyway its your choice
