The next best DLC is Man The Guns, with it expanding the US, Mexico and UK and improving naval combat.
The others like La Resistance, Arms Against Tyranny & By Blood Alone aren't anything spectacular & the big features in them you won't miss, because all they do is generate more micro requirements by extending how you make vehicles (with air designer and mios). Which do little more than duplicate the old system of +5 to Range or whatever. Out of those three, the most useful function is Collab Governments for La Resistance, but is that worth the cost?
Trial of Allegiance is a godawful, incomplete cashgrab that paradox should never have released, with certain parts of South America made massively overpowered. Battle of Bosoporus is another poor cashgrab.
Gotterdammerung is incredibly over the top and cartoony, it's also very imbalanced (and as usual for a paradox software post-release, buggy). Having played it already it makes the Germans even more wehrabooy than before even if they tried hiding it behind "no these are actually German monarchists" in the advertising.

If you want a complex game using your brain instead of twitchy fingers, simply buy all the DLCs.
Make the game your go-to game for the next couple 3000 hours of gaming.
Learn. Patience. Persistence.
Key is to ignore all the negative comments from full-time complainers who whine and cry and moan about every game, every update ... and yet in private, they play the game for 1000s of hours.
