First focus is "Re-establish the Seekriegsleitung", and second focuses are either "The High Seas Fleet" or "Rebuild The High Seas Fleet" both focuses must be completed in 2 years after civil war is over.
I believe you mean, they must be completed within 2 years of starting "Oppose Hitler."
It's entirely possible to drag out the German Civil War more than 2 yrs (the Nazis get a Generic focus tree, so doing this gives them the opportunity to add extra Build Slots and factories, as well as lettimg the player run war-only focuses like "Nationalize Ford Factories and "Wolfpack Tactics.")
Out of curiosity, what actually happens when the Kriegsmarine revolts? I miscalculated my focus-order by 10 days in my current run, and they are going to revolt in 200 days... (it would take 210 days to get all the focuses needed to appease them)
Why exactly are you quoting the title of a song about headshots sung by a, basically Fascist Ally government? (this song reached great prominence during the Continuation War, when Finland helped starve 1 million non-combatants to death in the Siege of Leningrad/St. Petersburg: the exact scenario the Soviets hoped to avoid by trying to annex the region around the city in the failed Winter War...)
