Unless you've gotten the event where certain mustached man announces his expansion (Seems to happen automatically), the cost for the anchluss is ridiculously big, like the base requirement is having 24 times the army of austria. Austria starts with around 33k troops, which means you'd need around 792k troops, provided Austria hasn't spawned some troops out of it's ass, idk. So you might just not have enough troops.

After you get the event though it gets easier.

I just played two different sessions. It is still doable in 1937. However, you cannot rush army deployment anymore (instant deploy) as apparently it matters more having fully equipped troops in the field than fresh recruits with just half the equipment.

For testing I trained the max amount of inf divisions (23) on unlimited amount setting. I had to invest way more factories into inf equipment compared to any pre-patch game to match the demand of having fully equipped troops.
I ended up with around 572k in the field and 230k manpower in training, 56 inf divisions in total.

In the game where I missed Anschluss by far I had way more divisions but poorly equipped as I had rushed them in the tradition of pre-patch playing Germany.

Keep an eye on the focus, it tells you how close you are to the progress. At some point early in the game you also get an event where Austrians ban their version of NSDAP. Putting pressure on them on this decision will somewhat lower the army requirement. Keep checking the focus after more troops are deployed when ready to see if the focus became available.

P.S.: besides the MEFO changes it feels this is not the only thing that you need to play differently from now on as Germany.

I wonder if it would work to train infantry divisions with only 1 infantry in them but of course fully equipped. would be a "fully equipped" division and extremely cheap at the same time.

I just let a new game run for other purposes and didn't do anything really army wise. Interestingly, on November 19th, 1937 an event occured "The Führer Plans for Expansions" and the effect is that it "lowers the requirements weekly and it corresponds with the popularity of neutrality in the federal state of Austria". So, apparently you get a little help if you cannot make it until then?

Make unit that has only guns, so no support equipment... And concentrate guns. Also hire the military leader that reduce training time. And use political power in Austria!

you can anschluss in '36 if you simply spend first 5 army xp to make a single batt' cav' template and change all infantry to that, then spew out a shedload more.

Dear velvetcrabman, have you actually done in your post what you say? Because I don't appear to be able to create a brand new single unit with a single battalion with 5 army points - it actually takes me 35 and that is adjusting a cavalry unit down to that single battalion. Also, I did spam out single divisions and in combination with all my other pre-existing divisions got well over 140 'units', well in advance of the 138 'units' apparently needed to be 23 times 'larger' than the 6 unit Austrian army. Are you editing a template or creating a new one? A new one should take 5 points. The same strategy with a single AA battalion forced upon all your divisions is used to cheese the german civil war by sabotaging the painters troops.
