After you get the event though it gets easier.
For testing I trained the max amount of inf divisions (23) on unlimited amount setting. I had to invest way more factories into inf equipment compared to any pre-patch game to match the demand of having fully equipped troops.
I ended up with around 572k in the field and 230k manpower in training, 56 inf divisions in total.
In the game where I missed Anschluss by far I had way more divisions but poorly equipped as I had rushed them in the tradition of pre-patch playing Germany.
Keep an eye on the focus, it tells you how close you are to the progress. At some point early in the game you also get an event where Austrians ban their version of NSDAP. Putting pressure on them on this decision will somewhat lower the army requirement. Keep checking the focus after more troops are deployed when ready to see if the focus became available.
P.S.: besides the MEFO changes it feels this is not the only thing that you need to play differently from now on as Germany.
Are you editing a template or creating a new one? A new one should take 5 points. The same strategy with a single AA battalion forced upon all your divisions is used to cheese the german civil war by sabotaging the painters troops.
Making up childlike, advertisement safe nicknames for figures you dont like only serves to wash and paint over history.
