In which country? In Poland (so the same CET time zone like in PDX Sweden) it's 17.29 currently. "CET" Winter Time. Yes, in most of Europe we still switch our clock by 1 hour during winter and summer like in the XIX century.

TLDR:. DLC and big patch will be released in ~31 minutes.
