Its hard to give you an answer cause alot of them are good with very little being bad.
IMO.... By Blood Alone, No Step Back, Battle for the Bosporus, La Resistance and Man the Guns.
The ones I listed all have some sort of good mechanics.
By Blood Alone did the new Peace Conference options. Its not needed but its nice.
Unit Medals so you can award unique medals to division commanders and troops! Makes them stronger.
Aircraft designer as well. Emargo's were put in but they aren't all that good.
Man the Guns did alot of naval stuff. Shipping routes, naval treatys, amphibious landing vehicles, and much more.
No step back worked on the army. You have army officer corps, army spirits, supply system updates, tank designers and RAILWAY GUNS.
Battle for Bosphorus just has amazing trees for multiplayer and some for singleplayer. No mechanics but I thought it was amazing.
La Resistance added Spy agencys, compliace, updated resistance and recon units. Very good DLC Imo.
Honestly, alot of the DLCS were good for mechanics, but thats just me.
I dont really find any of the DLCS to be completely useless.
Is the resistance and compliance stuff exclusive to the DLC, and not the freebies included during that patch?
*Extremely good, almost mandatory level of improvement to base game: No Step Back
*Very Good: Man The Guns
*Skippable, but okay mechanics if you get a deep discount: La Resistance, By Blood Alone
*Niche interest nations, decent mechanical add-ons but overpriced: Arms Against Tyranny
*Countries uninvolved in WW2 and the focus region left incomplete, huge nerfs to the countries involved post-release: Trial Of Allegiance
*Trash: Battle For The Bosporous
All the other stuff (Unit Packs, Radio/Music) are extremely overpriced and aren't necessary.
What you get:
No Step Back - Expanded USSR, Tank Designer, Supply Updates, Army Officers/Spirits
Man The Guns - Expanded USA alt-paths, Ship Designer, Mexico paths.
La Resistance - Espionage System, French, Portugal alt-paths.
By Blood Alone - Italy, Ethiopia paths, Plane Designer
Arms Against Tyranny - Scandinavian trees, MIOs, International Market
Trial of Alliegance - Brazil, Argentina & other minor South American focus paths.
Battle For The Bosporus - Turk, Greek, Bulgarian focus paths.
No Step Back & Man The Guns are the clear standout DLCs for both mechanics and expanding important countries.
I wouldn't bother with La Resistance or BBA unless they're a very deep discount, AAT & TOA are barely worth getting even with a deep discount, and Bosporous isn't worth it at all unless it's 95% off.
