Go to Add or Remove Programs and uninstall “Paradox Launcher v2”
exit the Steam app entirely
Delete the following files or folders, if they still exist:
C:\Users\<username>\AppData\Roaming\Paradox Interactive\launcher-v2
C:\Users\<username>\AppData\Local\Paradox Interactive\launcherpath (should be gone)
C:\Users\<username>\AppData\Local\Paradox Interactive\launcher-v2 (should only contain logs)
When you click "play" game will install launcher again.
If it's still doesn't work
Enter <where ever you installed Steam>\steamapps\common\Steamworks Shared\_CommonRedist
and try to reinstall visual c++; it's most likely missing .dll file.
you can download vcredist installer here:
https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170
So I removed the launcher as you said, then re-installed it. When I pressed "play" there was this red warning triangle sign and no message
I downloaded and installed the latest version of visual c++, but the same error message popped out again
Maybe I should delete the game itself and re-install it?
Or there are other solutions?
If still sth doesn't work - return to _CommonRedist folder and reinstall version from 2010.

go to the above blog and follow the instruction
Directx9 and the fullscreen didn't help
I re-installed the version, but then EU4 launcher stopped working and if I open HoI4 launcher it became frozen. So I returned everything so that at least EU4 could work
The error message says about .NET Framework. I installed the 4.6 version which is the latest available for my Windows 8.
I believe the issue could be with my system, but I don't know what else I could do to fix it
I'm sure I have never copied any .dll into system 32, at least not manually (maybe something installed it automatically)
While you are in this folder go up 1 level and try to reinstall directx or check for win updates and GPU updates (second would probably update directx).
I know what I forgot to link to you (framework) - sorry.
