When selecting a country there is a section called "game rules". You can set countries to stay historical even though they should by default.

it does not happen "every game" that is a lie. it is a random and rare chance.

also roleplay games can be ruined, OP has a point in some ways.
romania was part of axis faction, germany declares war on it.
there i was previous to this for hours thinking we were all consolidating and building up our axis power, but then germanys focus and romanias response to the treaty event caused them to go to war, even if in the same faction. its a bit ridiculous for roleplay to get used to your bros in other nations under the axis banner and then they go to war for some unexpected scripted reason. it ruins games. its a ww2 sim, but even in random ai games still self defeating moves happen by the axis, eating itself. sometimes this happens in a war with allies and soviets and this causes axis to be devoured from within during a war when every army counts.

It happened to me twice in all those years I played the game, right after taking back the Rhineland. It's extremely rare, but it does happen. You just have to start a new game again after like what, 3 months of playing time? It's not a big deal. I'm actually tempted to take France on next time it happens.

You did not have a large enough army and industry to intimidate with yet. Germany is under Versailles treaty. You can not just willy-nilly do focuses and expect it to work. Do some preparations lol

Never knew this was possible for the AI. 1100hrs Germany probably most played.

In my campaigns, WW2 usually kicks off early unless I play germany, but if I am playing germany kicking off WW2 before other countries are ready just means I get to take territory faster or I am running a mod that boosts military production and research so I am pumping out king tigers like knock off T-34's when the war starts.

The AI is weird and while it can be consistent it can also be wildly unpredictable so you have to stay on your toes till you have a decent military set up.
