why can't i naval invade through a different country

was playing as france and needed to invade uk but when i went to naval invade through germany (no way i am getting through english channel) it sets 0 divisions to the order

edit: it won't let me naval invade at all, maybe because i already have a naval invasion planned

Try hovering your mouse over the naval invasion arrow, and see if it says something about conditions not being met. The most likely is that you don't have naval supremacy in the sea regions between your starting naval base and the target regions. If you don't have at least 50% naval supremacy, you cannot launch the invasion.

This seems likely to be the issue.
Naval invasion cap is shared globally so you cannot have ten divisions preparing an invasion and ten more preparing another; unless you raise the cap that is

either germany wasn't in the war or all your carriers broke

also get sea supremacy, select your fleet and righ click on the sea with the patrol mission on
