If there was ever a place to ask questions and discuss the game it'd be in the relevant chat forums tbf. The post you linked as an answer came from such a forum and wouldn't have existed otherwise, surely the irony of that fact can't be lost on you. No point trying to shame the poor guy for just preforming the main function of game forums to get advice.
For all we know that's what he did. Regardless, there are plenty of reasons to prefer asking in a forum before searching online. You can ask clarification/follow up questions, You can custom tailor your question to your specific scenario or get answers you wouldn't know to search for in the first place (For example, someone mentioned that collab bonuses might be a far inferior choice to committing to collab government spy missions which are more efficient.), Sometimes you do find answers while searching but they are conflicting, etc etc.
For Hoi4 in particular, the game is constantly changing and older posts become outdated all the time. Nothing wrong with asking the community if one wants an answer they know will be reliable and up-to-date. Why sift through a ton of old/dead misinformation if someone is perfectly willing to lend 5 minutes of their time to answer a question?
Besides, it's not really fair to just assume someone didn't search before asking, that's basically as valid as accusing someone of a thought crime (or even to demand they *have* to search beforehand like they are some great burden on everyone else by using the forum for one of it's intended uses).
But in this case the information the OP was requesting is readily available from one google search, or just checking the wiki.
I agree with your statement on the usecases of the forums, but I also stand by my original statement.
Ironically, I agree with you for the most part as the wiki is extremely extensive on everything, up to date, and includes modding and tertiary information. Your viewpoint is the exact same as my own as far as how I personally approach the matter.
Something like the categorical imperative mentally kicks in when you see the spam questions get asked over and over again, so I get people's frustration. (This one seemed unique enough although, hence why I felt some lenience was due.)
I would much rather see a topic asking a redundant repetitive question than seeing another DEi or woke topic.
