How are elephants unlocked?

Playing as East India Trading Company I have yet to see a way to get elephants.
Every time I try searching on how to get them all I find is comparisons on elephant stats without anyone mentioning how to get them.

Apparently they are not the same as camels that you just need to occupy/own the territory?

Thanks, that is kind of the answer I am expecting.

What made it confusing is the achievement for occupying Rome with an elephant is available to all countries. So I am assuming I would need lucky enough to have a left hand puppet and lucky enough to have them send one as an expedition unit.

Don't think the puppets have that focus tree. Doesnt the Raj get a generic tree once you split into east india?

And I assume the achievement is like that because Paradox didnt bother to code it left path exclusive.

I honestly do not puppet very often (the "can I fight too requests are annoying) which after 9 years and I still lack the puppet achievement speaks volumes about that. However I have peeked at their focus trees and I think they are dependent upon the government party when they are released or formed? Unless of course they are continuing a focus they already started. Yeah need to look into that more.

Okay, so figured it out.

Look to the Past

Then after a civil war you get a focus to unlock them.

As for getting them from a puppet, the puppet would have to be Princely States or Sultanate of Al-Hind.
