Most likely you are missing transports, trains, trucks, or convoy/transport access.
That is the best guess that can be given without seeing any actual screenshots of the supply system or basic game information.
For convoy/transport access keep in mind the Mediterranean can get closed off if your faction loses control of Gibraltar and Suez. Which explains why Italy has supply and you do not if there is no connection to the "outside world." Which establishing the connection to the outside world would require owning a shore in the Mediterranean or having ports on the outer coast of Africa in the Atlantic or Indian Ocean (good luck escorting those, lol.)
The general/field marshal motorization level can change hub motorization levels for countries you sent volunteers to or only have military access. I found this very useful when sending volunteers to soviet union because the AI will not change the levels and will benefit from you making the change.
