Having supply effect research facilities is just dumb

So I built a research facility in an area without perfect supply and when I assigned a project it gave me .55 efficiency because of supply. When I placed it the area was bright green which I thought meant a good spot. If a spot is going to negatively effect the facility efficiency then you should get a warning or it should not be available as a spot. Not realizing until until you go to assign a project is extremely lame. The research facilities do not need to be tied into the supply system. Are the scientists not getting their coffee and sandwiches?

Just walk your army near it and if they're motorized it should set all nearby supply hubs to be motorized so it shouldn't be an issue for the rest of the game.
