That is why there is no underwater underway replenishment :P
Long games and world domination tours it not so handy because you have allies or can wait it out for the longer range.
However, you also have to keep in mind the long long games with nuclear subs, carriers, and battleships it becomes useful. The nuclear have ranges of 10k, however the 1944 counterparts (heavy cruiser, light cruisers, etc still only have a 4500ish range.
All Naval MIOs with the exception of the dedicated sub ones can add +25% range at level 6.
Docking rights are pretty easy to get , especially between fascist countries.
Doesn't it take over a year to complete and two break throughs? Then there are two improvements to reduce the amount of convoys needed and the amount needed is considerably high. By the time the tech development and convoy production are done you should be powerful enough to invade a country or two between you and your intended target and extend your naval range to reach. When does a short game end?
For example Japan can already invade the US without it. Might be useful if Japan had to invade an independent Netherlands in an a-historical game, if it reaches .

Those long long games where you have those classes of ships are dragged out on purpose. Those ships types, as well as the majority of the special project techs, are content that 90% of players will not use 90% of the time. Underway replenishment might very well be the least useful of all new techs.
I also said naval invasion, which is something you cannot do from docking permissions unless the country you have permission with is in the same war.
Docking permissions extend naval range so you can have naval supremacy in the zones you need to cross for your invasion.
Most of the time you will have a puppet or ally in range, especially in a long long game. Underway replenishment is limited in its usefulness to a few niche instances.
But ye, I checked and even U-31 was able travel 16.000 km - so it indeed could travel to US and back- but I still think there was no submarine operation at US coast until ww2 "happy time".
