lost interest in game because of late game lag
I can't get myself to play the game again because the game starts to be very slow after like, year 1939, it just gets boring to wait a very long time for an in-game day to pass, I tried to install mods that "fix" this lag like expert ai, spot optimization, fps map, ai shackles, doing some console commands, turning graphics to minimum but nothing works, it still lags after 1939 and I lost motivation to play the game after that, I also have very good PC which can handle rdr2 almost on maximum graphics. any solutions?

Pretty much ALL Strategy games out there benefit more from an stronger "Single Threaded" performance on your cpu.

There is literaly only 1 Strategy game i know that benefits from having more Vram on your gpu than having an stronger cpu, which is "Ultimate Epic Battle Simulator 2" which uses the Vram to calculate army size and each individual movements of your ai armies. its pretty Unique, and allows that game to display over 10 million units.

Having said that. in this situation it obviously doesn't matter how good you can run Red Dead Redemption 2 grapically.

Dare i say it, if you just have the newest CPU, and the Geforce GTX 470.
would you still get BETTER performance in Hearts of Iron 4, than you would currently with your much much newer GPU.

Tbh I have no idea how your PC can handle RDR2 on maximum graphics but it can't handle an excel sheet after 1939, which isn't even considered "late game" that's like 1944 and beyond where the AI starts spamming units like crazy
Try reinstalling the game and delete your save files for it
Try turning off V-Sync, shadows and reflections maybe? Also turn off day/night timelapse in the bottom as it takes a bit of fps away too.

I assume you are running at max speed.

RDR2 probably depends upon its graphic card for speed.

HOI IV depends upon memory (quantity and speed) and single-core CPU speed. If you have a lack of main memory it will also depend upon how fast the SSD is.

It is also possible that your computer has become defective. Running memory and SSD diagnostics to check for issues may be worthwhile.

It has nothing to do with the guy's PC, paradox games are just horrendously optimized

Yes, but there are a few ways to reduce lag other than blaming the game for everything that goes wrong in your life.

You can have a top end gaming CPU like a 14900k and the game will still chug and grind from the mid 1940's.
May not apply to Hearts of Iron 4, but it has helped me to assign certain CPUs to some games. CPU-0 is always the first one on which Windows is also running. Especially with games where it is unclear, it was easy to assign CPU-1 or CPU-2 as the PC never needed the maximum number. Since my 16 manages this without any problems, I have never bothered to check whether this is still possible with Windows 10 or 11. Back then under Win Vista/XP there was an option for this

Edit: To assign CPU cores to a process in Windows 11, open the Task Manager, select the process whose affinity you want to change and select “Set affinity”. You can then select the cores that the process should use.
Step-by-step instructions:
Open Task Manager: Press Ctrl+Shift+Esc to open the Task Manager.
Select process: Switch to the “Processes” or “Details” tab. Select the process for which you want to change the core assignment.
Set affinity: Right-click on the selected process and select “Set affinity”.
Select cores: In the “Affinity” window, you can now select the cores that the process should use. Deactivate the cores that you do not want to use by deactivating the corresponding checkboxes.
Confirm: Click on “OK” to save the changes.
