RDR2 probably depends upon its graphic card for speed.
HOI IV depends upon memory (quantity and speed) and single-core CPU speed. If you have a lack of main memory it will also depend upon how fast the SSD is.
It is also possible that your computer has become defective. Running memory and SSD diagnostics to check for issues may be worthwhile.
It has nothing to do with the guy's PC, paradox games are just horrendously optimized
The solution to games is not always your GPU, this game is far from GPU Intensive.
Pretty much ALL Strategy games out there benefit more from an stronger "Single Threaded" performance on your cpu.
There is literaly only 1 Strategy game i know that benefits from having more Vram on your gpu than having an stronger cpu, which is "Ultimate Epic Battle Simulator 2" which uses the Vram to calculate army size and each individual movements of your ai armies. its pretty Unique, and allows that game to display over 10 million units.
Having said that. in this situation it obviously doesn't matter how good you can run Red Dead Redemption 2 grapically.
Dare i say it, if you just have the newest CPU, and the Geforce GTX 470.

Edit: To assign CPU cores to a process in Windows 11, open the Task Manager, select the process whose affinity you want to change and select “Set affinity”. You can then select the cores that the process should use.
Step-by-step instructions:
Open Task Manager: Press Ctrl+Shift+Esc to open the Task Manager.
Select process: Switch to the “Processes” or “Details” tab. Select the process for which you want to change the core assignment.
Set affinity: Right-click on the selected process and select “Set affinity”.
Select cores: In the “Affinity” window, you can now select the cores that the process should use. Deactivate the cores that you do not want to use by deactivating the corresponding checkboxes.
Confirm: Click on “OK” to save the changes.
